A seasoned professional with a strong background in management, training and project implementation. Through demonstrated leadership and professional relationship management he has achieved successful program development, coordination, and implementation as a Project Manager and Coordinator. He has led workforce development initiatives such as the National Initiative to Create Employment (NICE) with prudent financial management of EC$100 million over five years. His tenure at NICE saw the implementation of various skills training initiatives one of which was the training and certification of the island’s first cohort of 372 persons engaged as Care Givers in the Care of the Older Adult program at CVQ level 2. As a management professional, he possesses a wealth of knowledge and a diverse skill set honed from years of experience in the public and private sector.
He holds a MSc in Health Systems Administration from the Rochester Institute of Technology in the USA Advance Certificate in Health Finance also from the Rochester Institute of Technology in the USA BA Hons – (Double Major) in Business Admin and Int’l Political Econ, Trent University, Ontario Canada.
Mr. Thomas is currently the Chair of the Standards Committee of the Caribbean Association of National Training Agencies and Executive Director of the St. Lucia Council for Technical Vocational Education and Training (SLCTVET).
